If an Investigator disputes the FCOIR or the Management Plan, or does not provide assurance of adherence to the finalized draft Management Plan, the Investigator can indicate concerns or issues directly within the Management Plan eForm.  If concerns or issues are noted, these will be reviewed by RCS and the Designated Institutional Official, as necessary, to resolve all outstanding concerns.  The plan and stated Investigator issue can be referred again to the COIR Committee for further consideration.   If resolution of an agreement cannot be reached, the institution has the responsibility to determine the disposition of the application or award, including reassigning an Investigators responsibility on the award or not accepting the award.
