When the University of Oregon conducts funded research through a subrecipient (e.g. subcontractors or consortium members), the UO must take reasonable steps to ensure that any subrecipient investigator complies with the UO's Financial Conflict of Interest in Research (FCOIR) policy if the subrecipient cannot provide certification that they have adhered to their own institution's policy in compliance with federal regulations.
